Section 200 - Airport Commission

Section 200:00. Airport Commission. There is hereby continued as heretofore established a non-salaried airport commission to be known as the "Municipal Airport Commission of the City of Owatonna." It shall be composed of seven (7) members appointed by the Mayor, confirmed by the majority vote of the Council, from citizens interested in the development and utilization of the Municipal Airport. The Commission shall designate one (1) of its members as chairman. All members shall serve for a term of three (3) years to expire on April 30, three (3) years hence and until their successors are appointed and qualified. Such appointments of members shall be made at the second regular meeting in April of each year. All members who have served for two (2) full consecutive terms shall not be eligible for reappointment. Vacancies shall be filled by appointment for the balance of the term.

Section 200:05. Meetings and Reports. The Commission may make and alter such rules and regulations for its government and the conduct of its business as are consistent with the laws relating to cities and the ordinances of this municipality. It shall meet at least once each month or oftener on the call of its chairman or a majority of its members, and it shall keep an accurate record of all the proceedings which shall be furnished to the members of the Council as soon after each meeting of the Commission as practicable. At the end of each fiscal year it shall make and file with the Council a full report of its transactions for the preceding year.

Section 200:10. Duties. The Commission shall plan and promote and encourage the development and utilization of the Municipal Airport. It shall advise the Council, both with respect to general policies and detail administration of all matters having to do with the acquisition, construction, improvement, maintenance, operation, management and control of the Municipal Airport and all appurtenances thereto, and shall advise the Council with respect to the airport budget, the charges and other financial arrangements for the use of the airport property, as well as recommendations for the zoning and protection of aerial approaches. It shall have the further duty of consulting and cooperating with federal, state and other agencies in order that the City may receive the utmost cooperation, financial and otherwise, with respect to the airport.
