Section 255 - Park and Recreation Board
Section 255:00. Park and Recreation Board Established. There is hereby continued as heretofore established in the City of Owatonna a Board to be known as the "Park and Recreation Board of the City of Owatonna," which shall consist of seven (7) members, who shall serve without compensation.
Section 255:05. Appointment; Term and Vacancies in the Board. Subject to confirmation by the Council, the Mayor shall, at the second regular meeting in April of each year, appoint the requisite number of members to the Park and Recreation Board of the City of Owatonna, hereinafter called "Board," to fill any existing vacancies. The term of each newly appointed member of the Board shall be for three (3) years from and after the first day of May in the year of appointment and until his successor is appointed and qualified. All members who have served for three (3) full, consecutive terms shall not be eligible for reappointment. Vacancies in the Board shall be appointed and confirmed in like manner for the remainder of the unexpired term. All members shall be residents of the City of Owatonna and shall be at least 18 years of age, and shall take and subscribe to the oath provided in the office of the City Clerk-Treasurer before their appointment shall become effective. Said Board shall consist of seven (7) members, all to be appointed at large for a term of three (3) years, and on May 1 in three (3) year intervals thereafter.
Section 255:10. Officers. At the first meeting to be held in May of each year, the Board shall elect from its members a President, Vice-President and a Secretary, to serve for a term of one (1) year and until their successors are elected and qualified.
Section 255:15. Duties of Officers.
Subd. 1. The President, and in his absence, the Vice-President, shall preside at all meetings and exercise the functions usually devolving upon the presiding officer of similar bodies.
Subd. 2. The Secretary shall keep a record of all business transactions at the meetings of the Board and of such other matters as the Board may direct.
Section 255:20. Duties and Powers of Board. The Board shall have power to establish such committees thereof as it may see fit, and shall have the responsibility to advise the City Council about all operations of parks and recreational programming as offered by the Department of Parks and Recreation. The Board shall be charged to evaluate the delivery of services and quality of facilities. The Board shall annually submit to the City Council a report on their evaluation of present services and facilities, as well as projecting future leisure service needs of the Parks and Recreation Department. Anything herein to the contrary notwithstanding, the Board shall have no jurisdiction over roads and public ways in any park in the City of Owatonna without prior approval from the Council. The Board is empowered to accept and receive all donations and contributions for public park or for recreation facilities that may be made to the City of Owatonna. The Board is empowered to do all things necessary for the efficient operation and management of the public parks and recreation facilities in the City of Owatonna to the extent that may be permitted by law, provided, however, that anything herein to the contrary notwithstanding, the Board shall not be authorized to levy or impose taxes.
