JOB TITLE: Housing Coordinator

IMMEDIATE SUPERVISOR: Director of Community Development
DIRECTION OF OTHERS:
EDUCATION, TRAINING, AND EXPERIENCE PREFERRED: Bachelors degree in housing, community development, or a closely related field and two years of related experience. Additional experience may substitute for degree. Working knowledge of the Section 8 Housing Choice Voucher program and ability to do rental unit inspections under that program.
NATURE OF WORK: Responsible for the administration of the Section 8 Housing Choice Voucher program. Provide assistance in the administration, coordination, and management of the department’s affordable housing and housing rehab programs.
WORK PERFORMED/ AREAS OF RESPONSIBILITIES:
I. Provide necessary oversight of the department’s housing programs including but not limited to Section 8 Housing Choice Voucher Program, Minnesota Housing Finance Agency Programs, Greater Minnesota Housing Programs, and Small Cities Development Programs.
II. Perform day-to-day functions of the above referenced programs.
III. Maintain accurate records and files, and insure that necessary program reporting requirements are met.
IV. Responsible for program budget management, marketing, evaluation, and inspection.
V. Receives and resolves complaints from public.
VI. Assists in the development, implementation, and administration of new and continuing housing related programs.
A. Prepares, and as applicable, coordinates studies, reports, and related projects as assigned.
B. Represents the city and Owatonna Housing and Redevelopment Authority on various housing related committees and groups.
C. Performs other related duties as assigned or apparent.
EXTENT AND TYPE OF INTERACTION WITH PUBLIC:
I. Communicates with program clients and the general public through the provision of routine information and assistance, and the development of notices, brochures, press releases, and the like in support of department programs.
REQUIRED LICENSES, CERTIFICATIONS, AND REGISTRATIONS:
I. Must possess a valid Minnesota drivers license.
II. Section 8 Rental Inspection Certification.
EQUIPMENT AND TOOL OPERATION:
I. Keyboarding skills; personal computer skills including the use of word processing, spreadsheets, and data base software; ten key calculator; phone; copy machine; fax machine; and because duties include work accomplished outside the office, the use of an automobile, demonstrated by the possession of a valid driver’s license.
WORKING HOURS AND CONDITIONS:
I. Generally 8:00 AM to 5:00 PM Monday through Friday.
II. Working environment is typical of office work with a usually quiet noise level. The employee shall also engage in work outside the office including meeting at various locales.
In compliance with the Americans With Disabilities Act the following represents the Physical and Environmental Demands: This position requires an equal amount of time spent standing, walking, and sitting. Lifting, pushing/pulling, or carrying objects weighing up to twenty-five (25) pounds is sometimes required, with a maximum of seventy-five (75) pounds infrequently required. Climbing, stooping, kneeling, crouching, crawling, twisting, and bending are sometimes required. Repetitive movements of the hands are sometimes required. Audio, visual, and verbal functions are essential functions to performing this position. The majority of the workday is spent indoors.
