JOB TITLE: Park Foreman

EDUCATION, TRAINING, AND EXPERIENCE:

Minimum Qualifications: High School graduate with minimum five years of park construction and maintenance experience. Work knowledge experience in operation of light and heavy equipment.

 

Preferred Qualifications: Knowledge of some electrical, plumbing, carpentry, masonry, painting, mechanical, and landscape construction skills are desirable.

 

NATURE OF WORK: Responsible to direct, supervise, coordinate and participate in park construction and maintenance. Operates light and heavy equipment and performs mechanical repairs and maintenance when required.

WORK PERFORMED/AREAS OF RESPONSIBILITIES:

  I. Assigns personnel to park maintenance and construction functions for all city parks.

 

A. Capable of effective communication.
B. Ability to take written or oral directions and complete a work assignment by using personal or other employee’s knowledge.
C. Insures production of quality work.
D. Completes tasks within an acceptable time frame.
E. Provides or seeks guidance for employees when confronted with technical matters.

II. Procures proper materials and supplies necessary to the operation of the Park Department

 

A. Stays abreast of construction and repair techniques.
B. Recommends the use of new materials when appropriate.
C. Responsible for the proper choice of materials unless otherwise instructed.
D. Make recommendations to the Park Director on the purchase or replacement of major equipment.

III. Submits reports as required.

 

A. Provides Park Director with reports as requested.
B. Maintains personal records and calendars for annual maintenance requirements.
C. Insures personnel maintain appropriate and accurate records.

VI. Operates light and heavy equipment when required.

 

A. Operates and/or assigns the use of light and heavy equipment.

V. Participates in park construction, maintenance, or equipment operation functions

 

A. Works with regular and seasonal employees in completing job tasks.
B. Performs mechanical repairs and maintenance.

VI. Supervises and instructs employees

 

A. Shall demonstrate and effectively communicate the safe operation of equipment and tools to employees.
B. Documents and reports employee problems and employee successes to the Park Director.
C. Responsible for safety measures in and around job sites so as to provide employees and the general public with protection.
D. Able to perform and direct any function within the Park Division.
E. Shall direct the daily activity of the Park Division, when the Park Director is absent, or delegates the authority.

VII. Performs all other duties as assigned.

EXTENT AND TYPE OF INTERACTION WITH THE PUBLIC:

I. Answers questions of the general public when in the field or directs public to the proper employee.

REQUIRED LICENSES, CERTIFICATIONS, AND REGISTRATIONS:

I. Possession of a valid Class A Minnesota Commercial Driver’s License (CDL), with tanker endorsement.

II. Minnesota pesticide applicators license for general grounds, turf & ornamental, and mosquito control.

EQUIPMENT AND TOOL OPERATION:

I. Employee must be capable of operating a variety of equipment relative to this position which shall include but may not be limited to: boom trucks, pay loader, motor patrol, roller, backhoe, fork lift, track hoe, dozer, skid loader, mowers, trucks, tractors, tree spade, wood chippers, snow blowers, sweepers, general turf equipment, welders, torches, drill press, hoists, air tools, various mechanical shop equipment, electric power tools, hand tools, carpentry tools, masonry tools, radios, telephones, computer, copy machines, and fax machine.

WORKING HOURS AND CONDITIONS:

I. Generally 7:00 a.m. - 3:00 p.m. Monday through Friday. Occasional evening, weekend, or holiday work is required. This is a non-exempt position.

II. While performing the duties of this job, the employee may frequently be exposed to outside weather conditions including extreme heat and humidity, extreme cold, as well as wet and slippery conditions. While outside the employee is occasionally exposed to direct sunlight, dust, pollen, and equipment exhaust fumes. The employee may need to traverse rough and uneven terrain and paved and unpaved trails. The employee occasionally works with toxic or caustic chemicals. The noise level in the work environment is usually moderate but can be loud when around machinery or equipment.

In compliance with the Americans With Disabilities Act the following represents the Physical and Environmental Demands: While performing the duties of this job, the employees is regularly required to walk on uneven and rough terrain as well as paved and unpaved trails, use hands and arms to handle and manipulate objects, tools or controls; and operate foot controls on equipment. The employees frequently is required to stand. The employee is occasionally required to sit, climb, balance, stoop, kneel, crouch, crawl, talk, and hear. When operating or training others in equipment operation the employee is frequently exposed to bouncing, jostling, twisting, and turning of the upper body. The employee must occasionally lift and/or move up to 50 pounds and occasionally must lift and/or move up to 100 pounds.
