Maintain a vibrant downtown with parking that is user friendly......... especially for customers. Parking Strategy:  To maximize the use of all existing parking spaces for downtown customers, businesses, and residents.  To accomplish this strategy parking restrictions encourage long- term parking on the fringes of downtown so that short-term parking may be available at the core of downtown.  Most of the long-term parking spaces (20-24 hour) are located on the fringe of downtown so that all employees working downtown and residents that live downtown would use these spaces.  Most of the short-term parking spaces (2-4 hour) are located more towards the center of downtown so that they are convenient for the shoppers and customers of downtown business. Downtown Short-Term Parking Enforcement:  Short-term parking downtown is enforced Monday through Friday 9 AM until 5 PM.  Short-term parking is not enforced on weekends or holidays. Graduated Fine System

Payment on parking violations must be made within 48 hours.  Late fee will be assessed as follows:

If paid after (48) hours and within 10 days $5.00 penalty
If paid after 10 days and within 30 days $10.00 penalty
If paid after 30 days $30.00 penalty

Payment Options For your convenience, parking tickets may be paid the following ways: In person - You may pay your fine at the Law Enforcement Center at 204 East Pearl Street at the Parking Control Office.  You may pay with cash, check or money order.  Checks should be made out to the Owatonna Police Department.  For your convenience a courtesy box is available through the first doors of the Law Enforcement Center and payments may be placed in this courtesy box.  The courtesy box is available at all times.
